Parents should consider a variety of factors, not just state inspection reports, when choosing a child care center, administrators say. And parents shouldn't be unduly concerned by the number of violations a center may have -- the key factor is the specific type of violations.

Joan Thomas, whose center has the highest violation rate in the two-county area, said parents should not discount a particular center just because of total violations. She runs Little Tots Child Care Center in Millersburg.
